Beijing está furioso por lo que ve como el comienzo de la temida coalición liderada por Estados Unidos para contener a China. Con el mundo avanzando hacia un orden cada vez más bipolar, es probable que los países, especialmente en el Indo-Pacífico, se sientan cada vez más presionados para elegir un bando.
En un discurso el 26 de mayo, el secretario de Estado de EE. UU., Antony Blinken, dio a conocer el tan esperado esquema de la estrategia de China de la Administración de Joe Biden. Argumentando que es China la que plantea el desafío a largo plazo más serio para el orden internacional, introdujo un enfoque tripartito para las relaciones con Beijing basado en tres prioridades: «invertir, alinear, competir». Estados Unidos invertirá en sus propias capacidades, alineará sus esfuerzos con aliados y socios y competirá con China para defender sus intereses.
La respuesta de Beijing al discurso de Blinken fue tan furiosa como se esperaba. Pero lo que realmente dio en el clavo fue la confirmación pública de que EE. UU. está tratando de crear nuevas coaliciones en el Indo-Pacífico y en otros lugares para contrarrestar los desafíos que plantea China.
La respuesta retórica llegó de inmediato. Calificando el discurso de «desinformación» y «difamación», el Ministerio de Relaciones Exteriores de China emitió una dura declaración, afirmando que la Estrategia del Indo-Pacífico de EE. UU. fue creada «para obligar a los países de la región a evitar y contener a China» y «está condenada al fracaso» sobre la «mentalidad de guerra fría» y la «política de bloque» de Washington se han multiplicado en los medios oficiales chinos.
Pero no es esta narrativa la que debería preocupar más a Europa y EE. UU., o a sus aliados y socios de ideas afines. El lenguaje fuerte es, después de todo, la norma en Beijing en estos días. El desafío más serio a largo plazo para el orden global y las reglas que lo sustentan vendrá de acelerar los planes de Beijing para construir una red de países para competir con el orden dominado por Estados Unidos y Occidente.
Viejas preocupaciones, nueva urgencia
La competencia con EE. UU. y Occidente en general por el dominio en Asia y en todo el mundo ha dado forma durante mucho tiempo a la visión del mundo y la política exterior del Partido Comunista Chino. A Beijing siempre le ha preocupado que EE. UU. use su presencia y su red de asociaciones y alianzas en el Indo-Pacífico para rodear a China y evitar que recupere el lugar que le corresponde como potencia mundial.
La posible expansión de la OTAN en el Indo-Pacífico, o el establecimiento de un formato similar en la región, para lograr este objetivo ha preocupado a los analistas y funcionarios chinos durante años. Después de todo, la alianza transatlántica es vista en Beijing como un formato dominado por Estados Unidos que Washington usa para proteger su «hegemonía global». El embajador de China en EE. UU., Cui Tiankai, ya en 2014 advirtió a Washington contra cualquier intento de establecer una «versión Asia-Pacífico de la OTAN», ante el rápido deterioro de las relaciones entre las dos potencias bajo el mandato del presidente Donald Trump.
El lanzamiento de la Estrategia Indo-Pacífico de EE. UU. y el formato Quad, que reunió a EE. UU., Japón, India y Australia, ambos en 2017, no ayudó a disipar los temores de China de verse cercada. Pero es en los últimos meses cuando las tensiones realmente han llegado a un punto crítico.
Se consideró que los esfuerzos anteriores de Washington tuvieron un éxito limitado, ya que la mayoría de los países del Indo-Pacífico se mostraron reacios a «tomar partido» a pesar del comportamiento cada vez más asertivo de China, frenando la amenaza percibido desde Pekín. Pero la invasión rusa de Ucrania y la respuesta contundente y unida de Occidente han cambiado la dinámica. A la vieja preocupación por el comportamiento y las ambiciones de China se suma ahora una nueva conciencia del alcance del alineamiento de Pekín con Moscú. Además del temor de que no se descarte un conflicto en el Indo-Pacífico en un futuro no muy lejano.
Una alineación más estrecha entre EE. UU. y otros socios, como la Unión Europea, se está convirtiendo en una opción atractiva para muchos actores regionales que esperan disuadir a China de avanzar hacia ese escenario, o al menos mejorar su posición si se produce.
La última cumbre de líderes del Quad, AUKUS, el Marco Económico del Indo-Pacífico e incluso las cumbres de la UE con Japón e India se ven en Pekín como claras señales de que los esfuerzos de Washington por formar una coalición para hacer frente al desafío chino están dando sus frutos, aumentando la urgencia contraatacar con fuerza, tanto en la retórica como en la política.
Coaliciones en competencia
El ministro de Relaciones Exteriores de China, Wang Yi, ha criticado repetidamente el enfoque de Washington hacia el Indo-Pacífico, diciendo que «se está convirtiendo en sinónimo de política de bloque’’ y busca mantener el sistema de hegemonía liderado por Estados Unidos.
Pero lo cierto es que, a pesar de todas estas críticas y la visión tradicional china de las alianzas como problemas potenciales, Pekín ha estado siguiendo una estrategia muy similar durante mucho tiempo y sus esfuerzos solo se han acelerado en los últimos meses. Junto con su retórica cada vez más dura, Beijing ha lanzado una amplia ofensiva diplomática para expandir su propia influencia global a expensas de Occidente, apuntando en particular a los países del Sur Global. Pekín tiene muy claro lo que está en juego: el éxito o el fracaso de las ambiciones de China de volver a ser una potencia mundial en 2049 y de transformar el orden internacional actual dependerá de cómo respondan los países no occidentales a la creciente influencia estratégica de China y su competencia con EE.UU.
El replanteamiento de la Iniciativa de la Franja y la Ruta para convertirla en un programa de calidad centrado en altos estándares, el lanzamiento de las nuevas Iniciativas de Desarrollo Global y Seguridad Global, los llamados a expandir el formato BRICS o el impulso para influir en el Pacífico Sur son señales claras de la ambición de Beijing de construir una red alternativa de países para contrarrestar la muy temida y ahora aparentemente emergente coalición occidental para contener a China. Al establecerse como el abanderado de las naciones en desarrollo y todos los demás países que están de alguna manera insatisfechos con Occidente o el orden mundial actual, Beijing espera al menos limitar la alineación de otros países con los EE. UU. y, en el mejor de los casos, en la mayoría de los casos, espera crear una coalición competidora que le permita a China contraatacar y avanzar hacia su objetivo de reformar el orden mundial.
Sin embargo, los países del Sur Global no son el único objetivo de China. Europa también ha sido objeto de presiones diplomáticas de Pekín. China quiere reorientar las relaciones con los países europeos tras el daño causado por su respuesta a la guerra de Ucrania. Pero también trata de debilitar la renovada alineación transatlántica que ha surgido desde entonces. El presidente chino, Xi Jinping, no podría haber sido más claro al respecto durante una llamada con el canciller alemán Olaf Scholz en mayo, cuando advirtió contra la «confrontación de bloques» y pidió a los países europeos que mantuvieran la seguridad europea en sus propias manos.
El camino a la bipolaridad
A pesar de las esperanzas de estabilidad en el período previo al 20º Congreso del Partido Comunista Chino este otoño, Beijing se siente cada vez más amenazada por los recientes acontecimientos en el Indo-Pacífico. El creciente compromiso de EE. UU. y Europa con sus socios regionales está alimentando la preocupación de que finalmente esté surgiendo la muy temida coalición liderada por EE. UU. para contener a China. Esto explica la respuesta frenética de Beijing.

Convencida de que EEUU tiene la intención de iniciar una nueva guerra fría con China, la competencia geopolítica con EEUU –y con Occidente en general– seguirá siendo el punto de referencia clave para cualquier acción futura de Pekín.
Esto no significa que necesariamente se formen dos bloques distintos y separados. Después de todo, vivimos en tiempos inciertos. Y la mayoría de los países del mundo, incluidos los europeos, harán todo lo posible para evitarlo. Pero es innegable que el mundo avanza hacia un orden cada vez más bipolar, en términos económicos, tecnológicos y geopolíticos. Es probable que los países, especialmente en el Indo-Pacífico, sientan una presión cada vez mayor para inclinarse en una dirección u otra. Y Beijing ya amenaza con consecuencias.
