A más de dos años de conflicto en Ucrania crece la incertidumbre dentro de los marcos multilaterales establecidos no sólo para prevenir el estallido de conflictos, sino también para alimentar una paz duradera.
La invasión rusa de Ucrania sirve como «crudo recordatorio» de las pruebas a las que se enfrenta el multilateralismo, dijo este viernes al Consejo de Seguridad el presidente en ejercicio de la Organización para la Seguridad y la Cooperación en Europa (OSCE).
Ian Borg informó a los embajadores durante su reunión anual sobre la cooperación de su Organización, formada por 57 Estados que abarcan Europa, Asia Central y Norteamérica, y que representan a mil millones de personas, con la ONU.
El ministro de asuntos exteriores maltés afirmó que los países de la OSCE y sus sociedades «se enfrentan a una era de profunda incertidumbre», dada la difícil situación de la seguridad en la región tras más de dos años de conflicto en Ucrania.
El multilateralismo peligra
«La guerra de agresión de Rusia contra Ucrania no sólo resuena en los oscuros pasillos de la historia, sino que también sirve de crudo recordatorio de las pruebas a las que se enfrenta actualmente nuestro sistema multilateral», afirmó.
Borg dijo al Consejo que el orden internacional basado en normas, concebido para salvar a las generaciones venideras del azote de la guerra, está siendo puesto a prueba rigurosamente en los actuales tiempos sin precedentes. Se están viendo erosionados en su esfuerzo por satisfacer las complejas demandas del mundo actual.
Estos «tiempos de prueba» deberían impulsar a la comunidad internacional «a ir más allá del apoyo a la causa del multilateralismo y comprometernos con un compromiso efectivo, tangible y sostenible», expreso Borg.
Mientras tanto, la OSCE debe seguir anclada en los principios y compromisos que sus miembros acordaron hace 50 años, con el fin de restablecer la paz y la seguridad en toda la región.

Borg visitó Ucrania y vio de primera mano la devastación causada por la guerra, que ha dejado miles de muertos y ha obligado a millones de personas a huir de sus hogares. Durante su estancia en la capital, Kiev, también reafirmó el apoyo inquebrantable de su organización a la soberanía y la integridad territorial de Ucrania, de conformidad con el derecho internacional.
«Los ataques en curso deben cesar. Esta guerra debe llegar a su fin», dijo, al tiempo que reafirmó su compromiso de conseguir la liberación de tres funcionarios de la OSCE que llevan detenidos en el este de Ucrania desde abril de 2022.
Evitar la escalada de conflictos
Durante su mandato, Borg también dará prioridad a otros conflictos en Nagorno Karabaj, Abjasia, Osetia del Sur y Transnistria. «Nuestro objetivo es colaborar con todas las partes para mejorar las perspectivas de resolución global de los conflictos, evitando su escalada y restableciendo la estabilidad«.

«Seguiremos impulsando nuestras iniciativas diplomáticas aquí en el Consejo de Seguridad en relación con el programa sobre la mujer, la paz y la seguridad», añadió. «La agencia, las perspectivas y las capacidades de las mujeres son cruciales para fomentar un diálogo significativo, dar forma a políticas más eficaces y mejorar la seguridad».
Otras áreas de interés incluyen el fortalecimiento de la labor de la organización socia de la ONU en los retos de la ciberesfera, la lucha contra las amenazas transnacionales, la reducción de la brecha digital, el fomento de una mayor colaboración en la acción por el clima, y la garantía de la seguridad de los periodistas, tanto dentro como fuera de línea, con especial énfasis en la seguridad de las mujeres periodistas.
Como ministro de asuntos exteriores de Malta, país que ostenta la presidencia del Consejo de Seguridad este mes, Borg dijo que había aceptado la presidencia de la OSCE porque «cualquier organización multilateral depende del trabajo y el compromiso de todos sus miembros, independientemente de su tamaño».
