El escritor y dirigente político Milton Olivo, expresó que el gobierno dominicano debe ordenar a los ingenieros militares preparar una estructura de hormigón armado capaz de sellar el canal haitiano, en caso de que los haitianos continúen con la construcción de este, y deriven el cauce del río masacre al canal que construyen.
Olivo, considerado un nacionalista de línea dura, dijo que la estructura a construir pueda con arneses transportarse en helicóptero, para rápidamente sellar la boca del canal en caso de que los haitianos ignoren el reclamo del gobierno dominicano y completen la obra e inicien la derivación de las aguas del río Dajabon. Procediendo RD militarmente de inmediato a desalojar el lugar y proceder a su relleno.
“Cuando se saca un arma es para usarla. Si hemos transportado esas fuerzas militares a la frontera, es para usarla. Para hacer valer nuestros derechos, por la razón o por la fuerza. Siendo consciente que por su tradición de irrespeto a los convenios, los haitianos solo entienden el lenguaje de la fuerza”.
Y afirmó Olivo, que sería una burla a RD, que ellos terminen el canal y comiencen a derivar el agua y el gobierno dominicano solo continuar hablando. Recalcó que el gobierno dominicano tiene que estar en capacidad inmediata de cerrarlo e iniciar su sellado. Y si es necesario ocupar ese territorio, y aprovechar para elevar el reclamo de devolución ante los organismos pertinentes de los 6 mil km2 de territorio cedido por Trujillo a Haití.
El escritor y novelista planteó que nuestro destino con Haití es, fue y será de conflicto, y que nuestra posición debe ser la de Israel con Palestina, porque en los conflictos solo hay dos papeles o se es víctima o agresor. Los que ganan o lo que pierden. Y nuestro papel debe ser de ganador.
Olivo, sugirió al gobierno dominicano levantar la prohibición que pesa sobre la importación de armas, para uso por parte de los ciudadanos dominicanos, y reducir el costo de las licencias de porte y tenencia.
Y concluyo Milton Olivo afirmando que, el gobierno haitiano miente, de que no saben del tema y no pueden hacer nada, cuando hemos sido testigo de las imágenes de militares y policías presente en la construcción del canal, de manera que si el gobierno no lo detienen y se atreven a continuar con la violación del Tratado debe atenerse a las consecuencias y para eso están nuestras fuerzas armadas en la zona.
