Hasta hace pocos años, Ecuador era una isla de paz entre Colombia y Perú, los dos mayores productores mundiales de cocaína. Pero desde 2018, al ritmo de los decomisos de droga, aumentaron los homicidios con la firma del crimen organizado transnacional.
El asesinato a tiros del candidato presidencial de centro Fernando Villavicencio, segundo en la intención de voto, conmocionó al país el miércoles. Seis colombianos fueron detenidos por el crimen y un séptimo murió en un enfrentamiento con la policía.
El magnicidio tuvo lugar en vísperas de las elecciones generales anticipadas del 20 de agosto en Ecuador, donde la violencia vinculada al narco disparó la tasa de homicidios al récord de 26 por cada 100.000 habitantes en 2022, casi el doble que el año anterior.
El presidente Guillermo Lasso, en guerra contra el narcotráfico sin poder frenar la violencia, acusó al “crimen organizado” del asesinato del ex periodista que denunció millonarios casos de corrupción y que había sido amenazado de muerte por la narcobanda Los Choneros.
El ministro del Interior, Juan Zapata, ha señalado que más de 13 organizaciones delictivas operan en Ecuador, entre ellos Los Choneros, la más antigua y poderosa, ahora aliada con el mexicano Cartel de Sinaloa.
Pero la inteligencia militar da cuenta de hasta 26 bandas vinculadas al narcotráfico.
El rival más importante de Los Choneros, Los Lobos, está asociado al cartel mexicano Jalisco Nueva Generación.
Expertos consultados por la AFP explican que la guerra contra las drogas en México y Colombia llevó a carteles de estos dos países y a mafias albanesas a instalarse en Ecuador.
Para el narcotráfico son claves los estratégicos puertos sobre el Pacífico, punto de salida de la cocaína hacia Europa y Estados Unidos.
También fueron atraídos por las fronteras porosas del país, una economía dolarizada, la corrupción estatal y la falta de control del lavado de dinero, aseguran los especialistas.
Golpe por golpe
Para Jorge Restrepo, director del centro de estudios colombianos Cerac, los carteles operan en Ecuador “a un menor costo de producción” debido a que están infiltrados en órganos estatales.
“Hay un problema en Ecuador que no tiene Colombia hoy en día y es que Ecuador tiene una política de lucha contra el crimen organizado que no ha impedido que la fuerza pública y las organizaciones judiciales tengan la infiltración del crimen organizado relacionado con el narcotráfico”, declaró a la AFP.
Luis Córdova Alarcón, director del programa de investigación sobre Orden, Conflicto y Violencia de la estatal Universidad Central del Ecuador, cree que el inicio de la “violencia criminal extrema” se remonta al estallido de un coche bomba en enero de 2018.
El inusitado atentado dejó un cuartel policial semidestruido y 23 heridos leves en un poblado fronterizo con Colombia.
El responsable fue un disidente de la guerrilla colombiana FARC que asesinó a tres miembros de un equipo del diario El Comercio de Quito y que murió a manos de fuerzas de seguridad colombianas ese año.
Entre las víctimas de la violencia en Ecuador figuran además alcaldes, jueces, fiscales y decenas de civiles sin antecedentes penales.
Las incautaciones de cocaína están en alza y en los últimos tres años superan las 530 toneladas.
Los expertos creen que el aumento de los decomisos y la acción estatal en las cárceles desde donde operan muchos jefes del crimen organizado solo ha empeorado el problema.
“Ecuador se torna cada vez más violento por la forma como interviene el Estado, a través de sus fuerzas de seguridad, en el mercado de la cocaína al descabezar (capturar) a cabecillas e incrementar las incautaciones de cocaína”, señaló Córdova Alarcón.
Los criminales intentan defender el negocio de la droga y otros como la extracción ilegal de oro y el tráfico de armas, sostuvo el especialista.
El crimen organizado “ya está tomando el Estado”, afirmó.
“Estado emboscado”
Al atentado con coche bomba siguieron sangrientas masacres carcelarias por disputas entre mafias del narco que dejan más de 430 presos muertos en casi tres años.
Al estilo del narco mexicano, comenzaron a aparecer en las calles del país cadáveres desmembrados, cuerpos colgados de puentes, y se produjeron secuestros extorsivos en los que los captores han cortado dedos y orejas a sus víctimas.
“Tenemos un Estado emboscado por el crimen organizado, y una economía y una sociedad sitiada por el mismo crimen organizado”, manifestó a la AFP otro experto en seguridad que pidió no ser identificado por temor a represalias.
Las organizaciones criminales tienen poder para desafiar al Estado. “Tienen inteligencia, muchísimos recursos, alta tecnología, una altísima capacidad de infiltración”, indicó.
Las bandas cuentan con decenas de miles de miembros -tantos como la policía que posee unos 60.000 agentes- y armas incluso más sofisticadas.
