Cuando observo las ciudades y vías que se están construyendo en nuestro amado país, me invade una preocupación profunda. Como ingeniero dedicado al estudio y desarrollo de infraestructuras urbanas, me preocupa enormemente que no estemos priorizando la construcción de entornos accesibles, inclusivos y sostenibles para todos los ciudadanos de la República Dominicana.
El Objetivo 11 de los Objetivos del Desarrollo Sostenibles, de los cuales nuestro país es signatario, referido a las Ciudades inclusivas, accesibles y sostenibles, es un llamado a la acción para promover un desarrollo urbano equitativo y respetuoso con el medio ambiente. Construir ciudades y vías con espacios públicos accesibles no solo implica diseñar para el tránsito de vehículos, sino también en especial para el tránsito peatonal, especialmente para las personas con discapacidad motora. Nos ordena construir ciudades para las personas como prioridad y no para los vehículos.
Lamentablemente, seguimos presenciando la construcción de vías que minimizan los espacios públicos para el peatón y, lo que es aún más preocupante, para las personas con discapacidad. Se eligen anchos de aceras insuficientes para el tipo de vía, y la falta de rampas para discapacitados es una realidad que afecta a quienes tienen dificultades de movilidad. ¿Cómo podemos aspirar a ser una sociedad inclusiva si no brindamos las condiciones adecuadas para que todos puedan desplazarse libremente por nuestras calles?
Además, se sigue construyendo aceras sin o con escaso arbolado, en ocasiones inadecuados, convirtiéndolas en alfombras de cemento calurosas y nada amigables para caminar. No debemos olvidar que los espacios verdes y la sombra son elementos esenciales para el bienestar de los ciudadanos. La falta de isletas arborizadas en el centro de las vías o con árboles no apropiados para producir sombra contribuye a la exposición constante al calor, afectando la calidad de vida de los transeúntes y contribuye a la contaminación ambiental.
Otra problemática que me preocupa es la construcción de isletas sin pasos peatonales suficientes o adecuados para las normas de accesibilidad. Es inaceptable que se prefiera la velocidad sobre la seguridad, poniendo en riesgo la integridad de los peatones, como hemos visto en construcciones recientes, como lo es la 2da etapa de ampliación de la Av. Coronel Rafael Tomás Fernández Domínguez en Santo Domingo Este. En lugar de utilizar muros altos de New Jersey en avenidas que atraviesan zonas residenciales y comerciales, se debería optar por isletas accesibles que permitan un paso peatonal seguro y normal para estas áreas. Debemos recordar que una vía segura y accesible es esencial para garantizar la convivencia armoniosa entre el tráfico y los peatones.
Es importante mencionar que existen acuerdos interinstitucionales para lograr la inclusión, accesibilidad y sostenibilidad en la movilidad urbana, los cuales están consagrados en el Plan de Movilidad Urbana Sostenible de Santo Domingo. Sin embargo, es fundamental que dichos acuerdos no queden solo en el papel, sino que se conviertan en acciones concretas. Invito a las autoridades del gobierno central y local, así como a la clase profesional de urbanistas, ingenieros, planificadores y actores sociales, económicos y políticos a unirse a este clamor y tomar medidas audaces para lograr ciudades más inclusivas, accesibles y sostenibles en la República Dominicana.
Es fundamental que las autoridades asuman la responsabilidad de implementar políticas y normativas que promuevan la construcción de ciudades y vías accesibles, inclusivas y sostenibles. Esto implica establecer estándares claros para el diseño y la construcción de infraestructuras urbanas, garantizando la inclusión de espacios públicos adecuados para el tránsito peatonal y para personas con discapacidad. Además, es crucial fomentar el arbolado urbano y la creación de áreas verdes, brindando así un ambiente más amigable y saludable para todos los ciudadanos.
La colaboración entre distintas instituciones y profesionales es vital para lograr un cambio real en la construcción de nuestras ciudades. Es necesario establecer alianzas estratégicas entre el gobierno, las universidades, los colegios profesionales y la sociedad civil, con el fin de intercambiar conocimientos, experiencias y promover soluciones innovadoras.
Resulta profundamente irónico y contradictorio que las autoridades municipales de nuestro país participen en foros internacionales y sean invitadas por ayuntamientos de otros países para discutir y comprometerse con la construcción de ciudades inclusivas, accesibles y sostenibles, mientras en la práctica, en nuestro propio territorio, se está haciendo todo lo contrario.
Es alarmante observar cómo se promueve una imagen de compromiso y liderazgo en el ámbito internacional, mientras en el ámbito local se siguen construyendo vías y ciudades que no cumplen con los estándares mínimos de accesibilidad y sostenibilidad. Esta falta de coherencia entre el discurso y la acción socava la credibilidad y la confianza de los ciudadanos en las autoridades municipales.
Es importante señalar que estos foros internacionales y las invitaciones que reciben las autoridades municipales representan una oportunidad única para aprender de las mejores prácticas y experiencias de otras ciudades alrededor del mundo. Sin embargo, parece que estas lecciones y conocimientos valiosos no están siendo aplicados en nuestro propio país.
Resulta decepcionante ver cómo se desaprovecha la oportunidad de implementar soluciones innovadoras y de vanguardia en nuestras ciudades. En lugar de eso, nos encontramos con un panorama en el que se privilegia la construcción de vías rápidas para vehículos, en detrimento de los espacios públicos adecuados para el tránsito peatonal y la accesibilidad universal.
Es hora de que las autoridades municipales asuman un compromiso real y concreto con la construcción de ciudades inclusivas, accesibles y sostenibles en nuestro país. No basta con participar en eventos internacionales y pronunciar discursos vacíos de intenciones. Es necesario que se traduzcan esas palabras en acciones concretas y políticas públicas efectivas que transformen nuestras ciudades en entornos que realmente promuevan la igualdad, la movilidad sostenible y el bienestar de todos los ciudadanos.
Insto a las autoridades municipales a reflexionar sobre esta contradicción y a actuar en consecuencia. No podemos permitir que la retórica vacía se imponga sobre la realidad. Es hora de hacer valer los compromisos adquiridos en esos foros internacionales y demostrar con hechos tangibles que estamos comprometidos con el desarrollo de ciudades inclusivas, accesibles y sostenibles en la República Dominicana. Solo así podremos avanzar hacia un futuro donde todos los ciudadanos puedan disfrutar de un entorno urbano equitativo y de calidad.
El desarrollo de infraestructuras urbanas accesibles y sostenibles no solo mejorará la calidad de vida de los ciudadanos, sino que también contribuirá al desarrollo económico y social del país. Ciudades inclusivas y accesibles atraen inversiones, promueven el turismo y fomentan la participación ciudadana, generando un entorno propicio para el bienestar de todos.
En conclusión, es imperativo que prestemos atención a la construcción de ciudades y vías accesibles, inclusivas y sostenibles en la República Dominicana. Debemos romper con los esquemas tradicionales y adoptar enfoques innovadores que prioricen la movilidad peatonal, la accesibilidad universal y la preservación del medio ambiente.
Hago un llamado a las autoridades y a todos los actores involucrados a unirse a este llamado de preocupación y tomar medidas concretas para construir ciudades donde todos los ciudadanos puedan disfrutar de espacios públicos seguros, accesibles y amigables. Juntos, podemos lograr una transformación urbana que beneficie a todos y siente las bases para un futuro sostenible y equitativo. El momento de actuar es ahora.
