Opción Democrática no descarta ir aliados a las elecciones de 2024 de Alianza País

En las últimas semanas del mes de abril, el partido Opción Democrática escogió a Virginia Antares como la persona que encabezará su propuesta presidencial para las elecciones del 2024. Esta será la primera competición oficial de ese partido tras recuperar su personería jurídica.
Antares viene de participar en el proyecto de campaña del diputado José Horacio Rodríguez en 2020 y asume la candidatura presidencial con un objetivo claro: convertir a Opción Democrática en un partido mayoritario, es decir, obtener más de un cinco por ciento en las elecciones presidenciales y congresuales.
“Nuestra apuesta en Opción Democrática es convertirnos en el próximo partido mayoritario de la República Dominicana, eso se logra trabajando mucho, difundiendo el mensaje; también tendremos candidaturas interesantes a nivel de alcaldías, del congreso, que estarán en cada uno de sus territorios trabajando y reuniéndose con la gente”, explica Antares en una visita de regreso al LISTÍN, el lugar donde trabajó en la primera década del nuevo milenio.

El artículo 61 de la ley 33-18 sobre Partidos, Movimientos y Agrupaciones Políticas divide a los partidos en «mayoritarios» y «minoritarios» y con ese criterio establece la repartición de los fondos del Estado; un 80% va para los mayoritarios, que en palabras de la dirigente política «es demasiado»; un 12% de los recursos para los que sacaron más de 1% (y menos de 5%) en las últimas elecciones. El restante, 8% de los fondos, recae en los partidos que sacaron más de un 0.01% pero menos de un 1%.
Allí, la aspirante presidencial señaló que ellos enfocarán su campaña en una parecida a la que realizó José Horacio Rodríguez, miembro del partido y de cuyo equipo formó parte Virginia, cuando sorprendió al ser electo como el diputado más votado en la circunscripción 1 del Distrito Nacional, enfocando su estrategia más en las redes sociales que en medios tradicionales.
Parte de la idea de que la misma puede ser igual de “eficiente” a nivel nacional, como resultó ser en la circunscripción número uno del Distrito Nacional.
“Cuando estábamos armando la campaña de José Horacio en 2020, todo el mundo, incluyendo las personas que conocen bien el sistema político, nos decía ‘esa candidatura es difícil de ganar’(…) y, sin embargo, ganamos y no solo que ganamos, él fue el diputado más votado; entonces lo que es posible o imposible el ámbito social y político lo determina las voluntades que queremos reunir, depende de cuantas personas quieran hacer eso posible y esa candidatura demostró que sí hay personas que están buscando otra clase de liderazgo político”, dice Antares.

Para Antares, la forma actual en la que se rige y se maneja el sistema político dominicano necesita cambios en su confección; principalmente contra la “cultura del clientelismo que impera en República Dominicana”.
“Se combate el clientelismo con la oferta de propuestas, que es lo que originalmente debe de aglutinar gente alrededor de un partido político, y esa es la alternativa para combatir el clientelismo, porque a una ciudadanía que está acostumbrada a que le chequeen el voto y decirle mira, no te voy a comprar el voto, pero mi propuesta es ir al Estado a mejorar el sistema educativo dominicano, mi propuesta es institucionalizar la independencia de la justicia… porque combatir eso se consigue con propuestas claras”, argumentó la periodista de profesión.
Señaló, además, que la JCE debe de «alguna manera» limitar el derroche de dinero que ocurre durante los periodos de campaña, principalmente de parte de los denominados «partidos tradicionales» y la forma en la que estos utilizan esos recursos a los cuales tienen acceso.
«Yo he visto que en otros países se utiliza el mecanismo de limitar la cantidad de vallas publicitarias que un partido puede rentar, para que así los partidos con más poder adquisitivo no tengan todas las vallas y nos dejen a los demás sin nada, porque eso sí crea una desigualdad contra partidos como nosotros», expresó Antares.
El artículo 220 de la nueva Ley Electoral 20-23 señala que los candidatos a la presidencia de la República pueden gastar hasta RD22.50 por electores hábiles inscritos en el Registro Electoral a nivel nacional; los que aspiran a una senaduría o diputación hasta RD05.00 por electores hábiles inscritos en el Registro Electoral a nivel de la provincia o circunscripción correspondiente y quienes compiten por una sindicatura RD$43.75 por electores hábiles inscritos en el Registro Electoral de la demarcación correspondiente.
Mientras que justo en el artículo siguiente indica que la JCE fiscalizará esos gastos y debe de penalizar a quienes sobrepasen en «cinco por ciento» el monto total establecido con el pago del triple del total de gastos que reportó.
Separación o no de las elecciones
Antares entiende que las elecciones Congresuales y Municipales deberían celebrarse en años diferentes a las presidenciales; de la manera en que se realizaba hasta la modificación de la Constitución en el 2010.
Manifestó que el Congreso Nacional debe «servir de contrapeso al Poder Ejecutivo».
Las alianzas
Opción Democrática sometió la idea de realizar unas «primarias semiabiertas» en conjunto otros partidos del denominado «sector progresista», sin embargo, solo el movimiento Patria Para Todos apoyó la idea, y de acuerdo con Antares también hubo una negativa por parte de la JCE indicando que ese proceso no se encontraba establecido en las leyes del sistema político nacional.
A pesar de ello, Virginia Antares informó que se encuentran en conversaciones avanzadas con Patria Para Todos, Alianza País y el Partido de Acción Liberal (PAL) para ir aliados en múltiples demarcaciones para las elecciones Congresuales y Municipales; mientras que para el nivel presidencial se encuentran reevaluando cuál sería su «mejor opción».
Bajo la idea «en Opción Democrática no tenemos vocación de soledad», Antares resaltó que no descartan ir aliados a «partidos tradicionales» siempre y cuando el candidato de la demarcación y el nivel electoral donde se estructure la alianza «represente los valores y las posiciones de ese partido».
A favor de los debates electorales
Antares también señaló que se encuentra a favor de los debates electorales y que espera tener la oportunidad de debatir con otros candidatos acerca de las ideas de cómo mejorar las múltiples problemáticas que afectan al país.
Institucionalizar la independencia del Ministerio Público
En el transcurso de la entrevista, Virginia Antares dijo que se encuentra diseñando y trabajando en cuáles serán sus propuestas de campaña y que creará un foro abierto para que la población «pueda aportar sus ideas». Indicó que sí tenía una clara: proponer la modificación de la Carta Magna para institucionalizar la independencia de la figura del Procurador General de la República y la justicia dominicana.
El perfil
Los datos biográficos compartidos por Antares señalan que ha participado en las «principales movilizaciones ciudadanas del país durante los últimos 20 años». Egresada Summa Cum Laude de Comunicación Social de la Pontificia Universidad Católica Madre y Maestra (PUCMM), con maestría en Políticas de Desarrollo y Medio Ambiente de la Universidad de Sussex (Reino Unido), gracias a la beca Chevening (2010-11). Una traducción y adaptación de su tesis de maestría fue publicada por la Academia de Ciencias de la República Dominicana en 2012, bajo el título: “Tras el oro de Pueblo Viejo: un análisis crítico del mayor proyecto minero dominicano”.
Ha sido gestora de múltiples iniciativas ciudadanas de corte social y educativo, como Cerito y Cruz (2009), que sirvió en impulsar el movimiento por el 4% del PIB para la educación dominicana; creó el periódico digital El Grillo (2014) que se especializó en la cobertura y análisis de movimientos sociales; la Escuela Política (2018), un espacio alternativo de formación para personas con sensibilidad social y política; y más recientemente, Producciones Minervas (2020), una casa productora de cine de mujeres, que actualmente realiza el documental político “Así Ganamos”.
Tiene experiencia profesional como periodista, editora de libros educativos, profesora universitaria, consultora en temas de desarrollo sostenible, así como en comunicación estratégica para organizaciones de la sociedad civil a nivel nacional e internacional.
En 2014 fue escogida como Coordinadora General de la iniciativa política-ciudadana CaminaRD y al año siguiente se integró de lleno a Opción Democrática, entonces en proceso de conformación. Desde ese entonces ha sido parte de ese proyecto político, participando en las campañas de 2016 (apoyando a Minou Tavárez Mirabal a la presidencia y a Miguel Alejandro Martínez y Sergia Galván al Congreso) y luego en el equipo estratégico de campaña del actual diputado José Horacio Rodríguez.
Fue parte del Equipo Coordinador provisional que logró el reconocimiento legal del partido el año pasado y en la Convención Nacional de octubre de 2021 fue electa a la Dirección Política como la más votada entre 32 candidaturas. Desde entonces ha asumido el cargo de Secretaria de Formación y Cultura Democrática, impulsando espacios de formación y reflexión para la militancia y simpatizantes del partido.
