En su papel de regidor, Heriberto se compromete a trabajar con los ciudadanos de la circunscripción 2 de SDE para abordar los problemas y preocupaciones más apremiantes de la comunidad. Su enfoque se centra en el desarrollo de los servicios públicos, la mejora de la seguridad ciudadana y la promoción del crecimiento económico mediante el derecho al trabajo y la proyección internacional del municipio.
