Los desfalcos que en el presente anuncia la Procuraduría se realizaron en el pasado, indica que RD necesita una institución como el FBI, que proteja los bienes y recursos públicos, y vigile el comportamiento de todos los funcionarios, incluyendo procurador y hasta el presidente. Y no puede ser subalterna del poder político.
En una necesaria y futura reforma Constitucional, para sanear el sistema de justicia, creo que el Consejo de la Magistratura debe excluir políticos y estar formado por los Rectores Universitarios, y que ese FBI-RD, debería depender de dicho Consejo, para ser independiente.
RD necesita con urgencia una institución cuya misión sea garantizar el respeto a la constitución y las leyes nacionales. Que proteja el país del saqueo de los gobiernos de turno. Y que no pueda estar influenciado por el poder de turno. Y que garantice la sanidad del sistema.
La sociedad RD necesita una institución que la proteja de la corrupción y la codicia de las autoridades. Tenemos que crear las condiciones para que ese saqueo al Estado no pueda volver a repetirse. Creo que los Rectores universitarios son una élite moral e intelectual óptima.
Es un error sentirnos satisfechos con una administración honrada de este sistema, este sistema lo que requiere es ser transformado, no administrado. Pues su problema está en cómo está organizado, concentra demasiado poder en el ejecutivo y ministros y no tiene vigilancia sobre estos.
El cambio debe profundizarse; Jueces vitalicios, Procurador no designado por instancia política. Gobernadores provinciales electos, provincias con sus presupuestos y ministerios provinciales. PN descentralizada en Municipal y del DN. Creación FBI, fortalecimiento Poder Municipal.
Pero también debe modelar su sistema educativo, para crear el tipo de ciudadano anhelado, un individuo con valores cristianos, emprendedor, poliglota y amante de la investigación y la lectura. Y para los desubicados; pena capital, cadena perpetua y pena de trabajos públicos. Para hacer realidad, una QUISQUEYA POTENCIA.
