La comisión investigadora de la ONU advierte que 14,6 millones de sirios dependen de la asistencia humanitaria.
No mantener el permiso de entrada de ayuda transfronteriza a Siria sería un error garrafal del Consejo de Seguridad, la comunidad internacional debe salvaguardar y aumentar el financiamiento a esa asistencia, millones de vidas dependen de ella, manifestó este jueves la Comisión Investigadora de la ONU para ese país.

En un comunicado, los expertos en derechos humanos del equipo investigador aludieron con preocupación al desacuerdo entre los miembros del Consejo de Seguridad para mantener la autorización de entrega de suministros humanitarios a los sirios mediante del único cruce transfronterizo abierto, ubicado en el noroeste del país, que el 10 finaliza el 10 de julio.
Ideas inaplicables
Para la Comisión, la mera idea de cerrar el último punto abierto cuando las necesidades son extremas es “inconcebible” puesto que esa asistencia ha satisfecho las necesidades vitales de millones de personas en Siria.
Paulo Pinheiro, presidente de la Comisión, consideró “una abominación moral” que haya hecho falta una resolución del Consejo de Seguridad para mantener la ayuda transfronteriza frente a violaciones constantes por el gobierno sirio y otras partes del conflicto del derecho internacional humanitario.
La ONU estima que actualmente 14,6 millones de sirios dependen de la asistencia humanitaria, la mayor cifra registrada. Doce millones de esas personas sufren inseguridad alimentaria aguda, un aumento del 51% con respecto a 2019.
La Comisión precisó que en el noroeste de Siria, donde la oposición tiene el control, el deterioro humanitario se acelera debido a las hostilidades y a la crisis económica, dejando a 4,1 millones de personas -80% de ellas mujeres y niños-, a merced de la ayuda para sobrevivir.
Los suministros que entran por el cruce autorizado por el Consejo de Seguridad permiten socorrer a 2,4 millones de personas al mes, aunque también reciben suministros desde el interior del país.
El equipo investigador reportó que la ayuda transfronteriza ha disminuido constantemente con el cierre paulatino de los pasos autorizados.
La Comisión recordó que en sus once años de investigación del conflicto ha documentado cómo las hostilidades, incluidos los ataques que afectan al personal de socorro de emergencia, el transporte y la infraestructura, así como la violencia e inseguridad, han obstaculizado la entrega de ayuda humanitaria en todo el país.
Ayuda humanitaria como herramienta de negociacion
“También ha descubierto que tanto el gobierno como los grupos armados no estatales han utilizado repetidamente la ayuda humanitaria dentro de Siria para la negociación política y, a menudo, la han retenido deliberadamente para poblaciones específicas, en particular las que se encuentran bajo asedio”, apuntó.
Alertó de que, en todo el territorio sirio, los miembros del personal de las organizaciones humanitarias corren constantemente el riesgo de ser hostigados, arrestados arbitrariamente y detenidos.
De acuerdo con la Comisión, la guerra en Ucrania ha dañado las relaciones diplomáticas y los canales de comunicación sobre Siria dentro del Consejo de Seguridad y ha causado dificultades económicas sin precedentes en Siria al elevar los precios de la comida y provocar escasez de trigo y otros productos básicos.
Además, el aumento del desempleo empuja a segmentos cada vez más grandes de la población a la pobreza extrema.
Reduccion del financiamiento
Por otra parte, los fondos para la asistencia han disminuido y resultan insuficientes para atender las necesidades básicas de los sirios, incluida la protección.
Las organizaciones internacionales de socorro hicieron hincapié en esta contracción de los recursos en la Conferencia para Siria que organizó la Unión Europea en Bruselas a principios de este mes.
“La comunidad internacional no puede abandonar al pueblo sirio ahora”, dijo Paulo Pinheiro, recordando que los sirios han soportado once años de un conflicto devastador que les ha infligido un sufrimiento indescriptible. “Nunca han estado más empobrecidos y necesitados de nuestra ayuda”, recalcó.
Por otra parte, la Comisión enfatizó que la entrega de ayuda debe basarse únicamente en una evaluación humanitaria transparente e imparcial, independientemente de los canales que se utilicen para su acceso.
En ese sentido, insistió en que se deben eliminar todos los obstáculos a la ayuda vital, lo que incluye las dificultades derivadas de las sanciones.
