El aspecto más sorprendente de la solicitud de Suecia y Finlandia para unirse a la OTAN es el poco debate que existe sobre si es una buena idea.
La entrada de las dos naciones nórdicas sería el resultado geopolítico más significativo de la guerra de Ucrania, transformando el panorama de seguridad estratégica en el noreste de Europa y agregando cientos de millas de fronteras directas de la OTAN con Rusia.
Durante décadas, incluso durante los momentos más tensos de la Guerra Fría, ninguno de los dos países parecía sentir la necesidad de unirse a la alianza militar occidental a pesar de su proximidad al gigante oriental. Pero eso cambió este año, después de que Putin enviara tanques a través de la frontera con Ucrania en febrero.
La primera ministra sueca, Magdalena Andersson, describió el domingo la invasión de Ucrania como «ilegal e indefendible» y expresó su preocupación de que Moscú pueda hacer algo similar «en nuestro vecindario inmediato». El presidente finlandés, Sauli Niinistö, le dijo a CNN el mismo día que la invasión indicaba que Rusia estaba lista para atacar a un “país vecino independiente”.

Duplicar la frontera directa de la alianza de seguridad con Rusia sería un golpe personal para Putin, quien se ha centrado en socavar la alianza occidental desde que se convirtió en presidente de Rusia por primera vez hace más de 20 años. Y si Putin sentía que Rusia ya estaba siendo acorralada en su flanco occidental, ¿podría la adición de dos miembros más de la OTAN durante la peor tensión entre Occidente y Moscú en décadas exacerbar la paranoia del líder ruso?
En la década de 1990, el reverenciado diplomático estadounidense George Kennan, el fundador de la política de contener a Rusia durante la Guerra Fría, advirtió que la expansión de la OTAN alienaría a Rusia y provocaría una reacción violenta. Un contraargumento contemporáneo sería que las terribles pérdidas de Moscú en Ucrania, la destreza militar embotada y el fracaso en el asedio de Kiev muestran que es demasiado débil para hacer algo con respecto a una OTAN en expansión.
¿Por qué es importante la adhesión de Suecia y Finlandia a la OTAN? ¿Y por qué Putin debería tener voz y voto sobre quién se une a la alianza de todos modos?
La respuesta del Kremlin a Finlandia y Suecia no ha sido precisamente estruendosa hasta ahora. Pero sigue siendo una potencia nuclear formidable, y cualquier decisión de acercar misiles o armas nucleares tácticas a las fronteras de la OTAN podría desencadenar un nuevo juego de riesgo en Europa.
También hay un ángulo político interno de EE. UU. en esto: mientras el presidente Joe Biden se prepara para dar la bienvenida a los líderes de Suecia y Finlandia a la Casa Blanca el jueves, nadie le ha explicado al pueblo estadounidense por qué ahora deberían defender vastas extensiones de la nueva OTAN en territorio europeo. Esa es una omisión significativa dada la hostilidad hacia la OTAN entre los partidarios del expresidente Donald Trump, quien podría terminar en la Casa Blanca en algún momento.
El resultado más probable sigue siendo que los beneficios superen los riesgos: la ampliación de la OTAN mejorará la seguridad europea, será un baluarte para los valores occidentales.
Pero que tal cambio se esté produciendo sin mucho debate público sobre las consecuencias no da mucho crédito a las democracias para las que se creó la OTAN.
