El nuevo orden mundial que se vislumbra tras la invasión rusa en Ucrania se extiende también a Venezuela, principal aliado de Vladimir Putin en la región, según confirmó la cumbre de este fin de semana en Caracas entre enviados del presidente Joe Biden y Nicolás Maduro. Una reunión diplomática en la cumbre, impulsada por la alarma existente por la subida de los precios de los combustibles y que se llevó a cabo por iniciativa del líder revolucionario.
¿Qué se discutió en un viaje tan increíble? «Una variedad de temas», dijo ayer la portavoz de la Casa Blanca, Jen Psaki. “Petróleo y presos”, agregó uno de los presentes en la reunión de un pequeño comité, que ha cambiado drásticamente el panorama político venezolano.
“Tuvimos un encuentro respetuoso, cordial, muy diplomático. Las banderas de Estados Unidos y Venezuela se veían lindas, unidas como deben estar. Estuvimos casi dos horas hablando”, dijo Maduro anoche.
De fondo, la seguridad energética en medio de la subida de los precios del petróleo y la «salud de los ciudadanos estadounidenses detenidos», como reconoció Psaki. El posible embargo petrolero contra Rusia abre la posibilidad de la ruta venezolana, a pesar de que Petróleos de Venezuela (PDVSA) actualmente solo produce entre 700.000 y 800.000 barriles diarios.
De un lado, Maduro y su mano derecha, la vicepresidenta Delcy Rodríguez. En el otro, Juan González, principal asesor de Biden para América Latina; el embajador James Story, establecido en Bogotá tras el reconocimiento de Juan Guaidó como presidente interino; y Roger Carstens, enviado especial para la liberación de rehenes, no solo se reunieron con Maduro, también acudieron al penal Helicoide, donde se encuentran los presos estadounidenses, y también se reunieron con Guaidó. La presidencia encargada ha optado por guardar silencio hasta que «culmine el trabajo de coordinación con el gobierno de Estados Unidos, atendiendo a razones de interés y seguridad nacional».
La selección estadounidense salió de Venezuela sin ninguno de sus presos, pero esperar la liberación de uno de los nueve es un gesto de buena voluntad del «presidente del pueblo».
«¡Lanzamientos esperados!» confirmó la Coalición de ONG por los Derechos Humanos y la Democracia. El grupo de los nueve presos estadounidenses está integrado por los seis directores de Citgo, filial de PDVSA; por dos de los ex Boinas Verdes que participaron en el desembarco fallido junto con soldados rebeldes en la notoria Operación Gedeón de 2020 y un ex infante de marina encarcelado cerca de instalaciones estatales.
Las «discusiones continúan», confirmó la portavoz, aunque ya trascendió parte de lo hablado en distintas filtraciones a medios estadounidenses. Los círculos diplomáticos saben desde hace semanas que Chevron ha estado luchando duramente para que el gobierno bolivariano le otorgue nuevas licencias para aumentar la producción en Venezuela. Cabilderos y lobistas, además de otras petroleras internacionales e incluso los tenedores de la deuda revolucionaria, han presionado a la administración estadounidense para que afloje las sanciones, aprovechando la parálisis que sufre la situación política en el país sudamericano.
Posible avance
Desde que la administración de Donald Trump reconoció a Juan Guaidó como presidente interino en 2019 y endureció las sanciones contra la revolución bolivariana, no se había producido una reunión diplomática de esta magnitud.
En la mesa de negociación en México, suspendida por Maduro, está el levantamiento de sanciones de EE.UU. a cambio de avanzar hacia elecciones presidenciales reales, así como por la libertad de los 240 presos políticos.
“Espero que el gobierno de Maduro no pierda la oportunidad de avanzar en una negociación inteligente con Estados Unidos, porque ser gallardo puede poner en peligro sus entrañas y el impacto de Ucrania en nuestra economía, sin recursos rusos y sin acuerdos con Estados Unidos puede ser muy negativo”, puntualizo Luis Vicente León, presidente de Datanálisis.
“Estados Unidos necesita limitar el nivel de influencia de Rusia en América Latina. La presión le está dando una oportunidad a Biden, que no va a levantar las sanciones, pero puede hacer concesiones, como Chevron”, confirmó María Puerta Riera, profesora de gobierno de EE.UU. en Florida.
Por ahora, y a la espera de que Maduro haga pública su posición, Delcy Rodríguez suavizó hoy su discurso al asegurar que “nunca nos verán en las filas de la guerra”, pese al apoyo expreso del “hijo de Chávez” en la cara de la embestida de quien considera el «gran líder de la humanidad».
Maduro lidera el apoyo latinoamericano al caudillo ruso, por delante de Cuba y Nicaragua, y en parte de Bolivia, además de los guiños lanzados desde Brasil, El Salvador y líderes de la izquierda radical, apoyándose en una supuesta neutralidad. Pilotos de drones, fuerzas especiales rusas y mercenarios del Grupo Wagner han luchado en el conflicto fronterizo, que enfrenta a guerrilleros colombianos aliados de Caracas contra disidentes de las FARC, así como en operaciones especiales.
El trasfondo del deshielo cubano arroja dudas sobre la nueva estrategia estadounidense. Durante su luna de miel con Barack Obama, “Cuba nunca abandonó a sus aliados globales (Rusia, China e Irán) y sus socios regionales (Venezuela y Nicaragua), incluso fortaleciendo sus vínculos con ellos en varios niveles. Una movida normalizadora entre la Casa Blanca y el Palacio de Miraflores no se daría a espaldas del Kremlin: sería consensuada con Rusia y buscando acceso a mercados, recursos y canales de inteligencia e influencia”, explica el historiador Armando Chaguaceda, especialista en revoluciones.
